The
top five counties with new medicaid enrollees that were enabled by
the expanded Medicaid provisions of the ACA are also the top five
counties, including Clinton, that voted for the candidate that vowed
to repeal the act. These same statistics apply to other poverty
stricken Appalachian counties in Kentucky and West Virginia
