It appears that the
majority of Wilmington City Council members do not want to give the
voters of Wilmington a voice in fixing the pathetic condition of
their city's streets. I can only guess that they fear that a five
dollar a month levy will pass and they will be blamed by the minority
for raising taxes.
It is difficult for
the members to gauge the wishes of the voters because the majority of
them received less than 20% support from eligible voters in the last
council election.
