One
of the major factors in determining state financial aid to school
districts is the value of real property in a district. By dividing
the total property value in a district by the number of pupils in
the district a valuation per pupil is obtained.
A
basic question concerning Ohio's property tax based public education
is: Should the quality of a child's education depend on the wealth of
their community? State aid offers only a partial answer.
