[spokesman for the inspector general] noted that the legislature and
Gov. John Kasich have limited the authority of watchdog agencies to
investigate JobsOhio, which is also exempt from most state ethics,
open-records and open-meetings laws.
An
analysis of the bill creating JobsOhio noted that the inspector
general has jurisdiction over the entity’s capacity as a person who
does business with the state, but not as a state agency.
